CBP Implements Mandatory Electronic Refunds Through ACE Portal
Washington, D.C., February 6, 2026 — U.S. Customs and Border Protection (CBP) has implemented a new requirement that most customs duty refunds must be processed electronically through the Automated Commercial Environment (ACE) Portal. The policy took effect on February 6, 2026, following an official CBP notice.
Under the new rule, importers who expect duty refunds must be enrolled in the ACE Portal and provide valid ACH banking information. The change is part of the agency’s broader ACE modernization efforts to streamline customs processes, improve financial transparency, and reduce manual paperwork. CBP has provided guidance for trade community users to enroll and set up electronic refund capabilities ahead of the deadline.
Industry compliance specialists note that the shift to mandatory electronic refunds will expedite refund timelines but requires importers and brokers to complete proper portal enrollment early to avoid payment delays.
